Manpower & Organization provides advisory services to the commanders/senior leadership of the 31 Fighter Wing servicing an authorized population of 4200+ personnel. We are the custodians for the Unit Manning Document and the Air Force Manpower Standards. Other services provided are: Management Engineering Studies, managers of the wing IDEA program, and updates to the hierarchy data system.

What is the Unit Manpower Document? (UMD)
The UMD is a product detailing a unit's organization and manpower composition. It provides commanders and managers a consolidated document detailing the organization structure; the number, skills, grade, security requirements of manpower authorizations; the position number for each authorization and other data needed for management of manpower resources.
The UMD serves as a baseline on all management actions dealing with manpower.
